@JudyHall - the difficulty level is calculated by which techniques are needed to solve the puzzle. The techniques are grouped as easy, medium, hard, expert (sometimes diabolical), and if it takes one of those to solve it, it gets that level. Some of those levels are arbitrary: A Unique Rectangle I'd consider pretty easy, but it's listed as a Expert technique.
